On 13 May 2026, our postdoctoral researcher Justyna Hejman-Mancewicz presented her working paper at the Migration Working Group hosted by the Migration Policy Centre at the European University Institute (Florence, Italy). The session, dedicated to labour mobility and migrant integration in Europe, brought together researchers studying contemporary transformations in migration and labour markets across Europe.
In her presentation, Justyna examined the growing role of third-country nationals (TCNs) in temporary labour mobility within the EU, with a focus on workers posted from Poland in the international road transport sector. Using administrative and labour market data, the paper explores how posted TCNs sustain labour shortages in strategic sectors, highlighting the emergence of a form of ‘double migration’, whereby migrants first move to Poland and then circulate across the EU through posting arrangements.
